A remake of Resident Evil 3: Nemesis which uses tank controls and fixed camera angles, the game features "over-the-shoulder" third-person shooter gameplay as its predecessor, Resident Evil 2 remake. The player controls Jill as she attempts to escape the zombie-infested Raccoon City, and briefly plays in the first-person perspective in the beginning of the game. UBCS operative Carlos Oliviera is the other playable character in two sections of the game.
Many mechanics introduced in Resident Evil 2 remake return including crafting, item management, and inspecting. Weapons can be found and customized with gun parts to improve their performance. Knives have unlimited use but cannot be used to repel zombies when grabbed. Instead, an action roll or punch is implemented to avoid being grabbed, depending on the character, but quick time event is required to activate it.
Nemesis is the primary antagonist of the game, and behaves similar to Mr. X from Resident Evil 2 remake, as he will constantly pursue the player and initially cannot be killed but can be slowed down. Unlike Mr. X, Nemesis is slightly faster and is able to ambush and chase after the player even after slowing it down. It is also capable of using weapons at certain points of the game and can mutate into more aggressive forms later on.
